Euro cents are simple
The euro is decimal: exactly 100 cents to one euro, in every country that uses it. So the conversion is a division by 100 and nothing else — 2,500 cents is €25.00. That relationship is fixed by law and never changes.
euros = cents ÷ 100
US cents are a different currency
If your cents are American, two conversions are needed: cents to dollars (÷ 100), then dollars to euros at the current exchange rate. Only the first is fixed. The second moves continuously, so this calculator asks you for the rate rather than guessing.
euros = US cents ÷ 100 × rate
Check a live source for the rate, and note that the number your bank gives you will be worse than the mid-market rate — retail conversion typically costs 0.5% to 3% in spread and fees on top of any stated commission.
Coins in circulation
The euro has eight coins — 1, 2, 5, 10, 20 and 50 cents plus €1 and €2 — and seven notes from €5 to €500, though the €500 note is no longer issued. Several countries round cash transactions to the nearest 5 cents and no longer mint the 1 and 2 cent coins, so the breakdown above may include coins you will not see locally.
