The method

A horizontal cylinder is not half full at half depth
Actually it is — the circle is symmetric about its centre, so the halfway line really is half the volume. But a quarter of the depth is only about 15% of the volume, because the tank is narrow at the bottom. That is why a dipstick on a horizontal tank needs a chart rather than a linear scale.
Water weighs 8.345 pounds per US gallon, so a modest 500-gallon tank holds over two tons. Whatever it stands on has to carry that.
